Cecile was born and raised in Porus, and Mile Gully, Jamaica, spending most of her childhood in Mandeville, where her grandfather had previously been mayor. Ce’ Cile discovered music through her father’s friend, Michael “Ibo” Cooper of the Third World reggae band, and released the first single, “Beat of Her Heart.”
She applied her own touch to the classical reggae and brought it to the dance hall. Steven Ventura, director of Celestial Sound Recordings, discovered her in 1995. There came a time when she worked as a studio manager and recorded several demo tapes. She has appeared on stage as a vocalist for various bands, as well as writing and producing songs for artists such as Jah Mason and Christi.

Her first major hit was the single “Can You Do the Job” with Sean Paul in 2001. The track was later included on his album Dutty Rock, which sold over two million copies in the United States, and also won the Grammy Award. She registered with Delicious Vinyl Records in 2003, but she didn’t have the chance to release an album. Then, she released singles in collaboration with other artists.
